With the implementation of the new Maritime Commercial Law on May 1, liability for unclaimed cargo at the discharge port has been completely reversed. Old Rule: Under FOB terms, storage fees, container detention charges, and other costs resulting from unclaimed goods at the  destination port were the responsibility of the foreign consignee.
