The details of the notification are as follows:

In order to further deepen the paperless reform of customs clearance operations and enhance the level of trade facilitation,

in accordance with the deployment of the General Administration of Customs,

I hereby announce the relevant matters related to agency customs clearance as follows:

The consignor or or consignor of import and export goods(that is, the "domestic consignee" or "domestic consignor"

on the customs declaration form) entrusts the customs declaration enterprise(that is, the "declaration unit" on the customs declaration form) to go through

the customs declaration formalities. The consignor and consignor(consignor) of import and export goods and the customs declaration enterprise(trustee) shall

sign an electronic proxy declaration power of attorney through the website of the Chinese electronic port to establish an entrusting relationship.

Both the consignor and consignor of import and export goods and the customs declaration enterprise may initiate an electronic proxy declaration power of attorney contract.

When filing the declaration, the customs declaration enterprise shall fill in the electronic proxy power of attorney(entrustment agreement) number on the declaration form with the accompanying certificate.

For technical reasons such as computers and network systems, where it is not possible to sign or fill in the electronic proxy proxy(proxy) number, the customs declaration enterprise may, upon confirmation by the customs, upload a scanned copy of the proxy.

4, before November 30, 2018(including the day) for the implementation of the transitional period for the announcement, the customs declaration enterprise can not only fill in the electronic proxy declaration power of attorney(entrustment agreement) number at the time of filing,

but also can upload a scanned copy of the paper proxy declaration power of attorney. From December 1, 2018,

except for the special circumstances specified in Article 3 of this Announcement, the Customs will no longer accept scanned copies of the power of attorney for paper agent declaration.

This Announcement shall go into effect as of the date of promulgation.
