General Administration of Customs Announcement No. 77 of 2026 has taken effect:

Machine tools (headings 8454–8465), laser cutting and welding equipment, and CNC equipment are now subject to dual-use controls.

1. Incomplete parameter data will result in the declaration being rejected outright; if customs has doubts, the goods will be sent for inspection and detained for 1–3 months.

2. For goods valued at less than 500,000, fines range from 500,000 to 2,500,000; for goods valued at 500,000 or more, fines are 5 to 10 times the value of the goods. In serious cases, criminal liability may be pursued. Manufacturers, foreign trade companies, freight forwarders, and customs brokers are all jointly and severally liable throughout the entire supply chain, with no exemptions.

When exporting machinery and equipment, it is essential to conduct a dual-use item assessment in advance to ensure compliant shipment.

8454-8465机床，激光切割焊接，数控设备纳入两用物项管制。

1.参数资料不全直接退单申报失败，海关存疑送检扣货1-3个月。

2.货值50万以下罚款50-250万，50万以上按货值5-10倍罚款，情节严重追究刑责，工厂、外贸、货代、报关全链条连带负责，没有免责。

机械设备出口务必提前做两用物项判定，合规出货。
